If the response to the prompt for enabling large disk support is N, the Fdisk tool will only partition 2 GB of space at a time
Similarly, if you are running a version of Windows that does not support FAT32. If you are running Windows 95 or earlier on your computer, you must create multiple partitions to use the full drive size.
