To allow client computers prior to Windows 2000 (such as Windows 95, Windows 98, and Windows Millennium Edition) the ability to resolve computer names, the WINS service is installed and configured during Setup.
WINS is a NetBIOS name resolution service required for client computers prior to Windows 2000; it is also still supported on Windows 2000 and Windows XP.
